I'm Daniela Carrington, and I'm supporting our work on low-carbon development and climate change international meetings in Europe and the Commonwealth of Independent States (CIS).


My main areas of expertise cover capacity building and policy advice on:


  1. 1.  Development of low-carbon development strategies and Nationally Appropriate Mitigation Actions;
  3. 2.  Establishment of relevant national climate change bodies and international climate change negotiations.


I have 19 years of experience working in the area of climate change, including national climate change policy development and implementation, and reporting as part of the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, as well as participating in international climate change negotiations.



My work:


Together with my colleagues, I'm supporting country offices and national partners in the region on issues such as as low-carbon development and international climate change negotiations.


I have worked with the Bulgarian Ministry of Environment and Water; as a chairperson of: the Subsidiary Body for Implementation of the UNFCCC, Joint implementation Supervisory Committee, and a number of workshops and contact groups under the UNFCCC process.

I have worked directly with Ministers, including ministries of environment, energy and planning, as well as parliament and parliamentary committees in the region. I have been with UNDP working with countries in the region since 2009.



Some achievements:


Initiated a regional project to support countries in Eastern Europe and the Commonwealth of Independent States to transition to low-emission development, including working with the governments of Albania, Armenia, Bosnia and Herzegovina, fYR Macedonia, Kazakhstan, Moldova, Turkmenistan, Kosovo*, and Uzbekistan to develop draft low-emission development strategies and Nationally Appropriate Mitigation Guidelines (NAMA).


Developed guidelines on how to develop low-emission development strategies and or nationally appropriate mitigation actions


Developed proposal for national rules and procedures for approval of Nationally Appropriate Mitigation Actions for Bosnia and Herzegovina


Analysis of the international climate change negotiations from the perspective of Eastern Europe and CIS


Supporting the Government of Tajikistan in achieving the goals of the Sustainable Energy for All Initiative
