Removing Barriers to EE in Municipal Heat and Hot Water Supply

The report covers the main achievements as well as lessons learned and recommendations for the future of the project “Removing barriers to energy efficiency in municipal heat and hot water supply” that was implemented by the Government of the Republic of Kazakhstan and the United Nations Development Programme/Global Environment Facility.

The Project aimed to create and approbate mechanisms for leveraging investment into sustainable and effective development of heat supply sector and laid a foundation for progressive promotion of energy services taking into account both local and global environmental considerations.

For a period of six years the project accumulated the invaluable experience on implementation of demonstrative initiatives in residential multi-apartments sector. The situation in the housing sector has changed and amendments to the legislation were adopted. In addition, Energy service companies entered the energy efficiency market in Kazakhstan. The publication is intended primarily for decision makers in the field of promotion of energy efficiency and is also useful to specialists and experts dealing with energy savings.
